Child Poverty Strategy for Wales/Strategaeth Tlodi Plant Cymru

The Child Poverty Strategy for Wales 2024 has been published by Welsh Government. The Welsh Government’s new Child Poverty Strategy aims to tackle the harmful effects of living in poverty and improve opportunities for children living in poverty.

Speaking as she launched the new strategy, Jane Hutt (Minister for Social Justice and Chief Whip) said the Welsh Government would use all its existing powers and levers as it works with other organisations to make child poverty a priority in decision making at all levels of government in Wales over the coming decade.

The strategy has 5 long-term objectives:

  • To reduce costs and maximise the incomes of families.
  • To create pathways out of poverty so children and young people and their families have opportunities to realise their potential.
  • To support child and family wellbeing and make sure that work across the Welsh Government delivers for children living in poverty
  • To ensure children, young people and their families are treated with dignity and respect by the people and services who interact with and support them and to challenge the stigma of poverty.
  • To ensure that effective cross-government working at the national level enables strong collaboration at the regional and local level.

In a joint response to the strategy, the Children’s Commissioner for Wales said;

“Almost a third of Welsh children live in poverty. Our organisations see first-hand the devastating effect living in poverty has on childhoods in Wales.

“As children’s rights organisations, many of whom were also members of the Government’s External Reference group for the strategy, we are deeply disappointed that Ministers have not listened to our calls for a robust action plan with measurable targets.

“Whilst we welcome the government’s explicit reference to children’s rights and a children’s rights approach within this revised strategy, there is a fundamental aspect missing: accountability. The UN Committee on the Rights of the Child was clear: Government needs to “…develop or strengthen existing policies, with clear targets, measurable indicators and robust monitoring and accountability mechanisms, to end child poverty and ensure that all children have an adequate standard of living.”

“We’ve been promised a monitoring framework, but we’ve not been given any indication of when this will be in operation or what it will include. Until then, we will not be able to determine whether public money being spent in Wales is reaching those children, whose lives are being so severely affected.”

 

Strategaeth Tlodi Plant Cymru 2024 wedi’i gyhoeddi gan Lywodraeth Cymru. Nod Strategaeth Tlodi Plant newydd Llywodraeth Cymru yw mynd i’r afael ag effeithiau niweidiol byw mewn tlodi a gwella cyfleoedd i blant sy’n byw mewn tlodi.

Wrth lansio’r strategaeth newydd, dywedodd Jane Hutt (Gweinidog Cyfiawnder Cymdeithasol a’r Prif Chwip) y byddai Llywodraeth Cymru yn defnyddio pob pŵer sydd ganddi wrth weithio gyda sefydliadau eraill i wneud tlodi plant yn flaenoriaeth wrth wneud penderfyniadau ar bob lefel o lywodraeth yng Nghymru dros y degawd nesaf.

Mae 5 amcan hirdymor i’r strategaeth:

  • Lleihau costau a gwneud y gorau o incwm teuluoedd.
  • Creu llwybrau allan o dlodi fel bod plant a phobl ifanc a’u teuluoedd yn cael cyfleoedd i wireddu eu potensial.
  • Cefnogi llesiant plant a’u teuluoedd a gwneud yn siŵr bod gwaith ym mhob rhan o Lywodraeth Cymru yn darparu ar gyfer plant sy’n byw mewn tlodi.
  • Sicrhau bod plant, pobl ifanc a’u teuluoedd yn cael eu trin ag urddas a pharch gan y bobl a’r gwasanaethau sy’n rhyngweithio â nhw ac yn eu cefnogi, a herio’r stigma sy’n gysylltiedig â thlodi.
  • Sicrhau bod gwaith trawslywodraethol effeithiol ar lefel genedlaethol yn arwain at gydweithio cryf ar lefel ranbarthol a lleol.

Mae’r Comisiynydd Plant, ar y cyd gyda sefydliadau eraill, wedi ymateb i strategaeth;

 “Mae bron i draean o blant Cymru yn byw mewn tlodi. Mae ein sefydliadau yn gweld yr effaith hynod o ddinistriol y mae byw mewn tlodi yn cael ar blentyndod yng Nghymru.

Fel sefydliadau hawliau plant, a llawer ohonym hefyd yn aelodau o grŵp Cyfeirio Allanol y Llywodraeth ar gyfer y strategaeth, rydym yn siomedig iawn nad yw Gweinidogion wedi gwrando ar ein galwadau am gynllun gweithredu cadarn gyda thargedau mesuradwy.

Er ein bod yn croesawu y ffaith bod y Llywodraeth yn cyfeirio yn uniongyrchol at hawliau plant a dull gweithredu seiliedig ar hawliau plant yn y strategaeth ddiwygiedig hon, mae agwedd sylfaenol ar goll: atebolrwydd. Roedd Pwyllgor y Cenhedloedd Unedig ar Hawliau’r Plentyn yn glir: Mae angen i’r Llywodraeth “…datblygu neu gryfhau polisïau presennol, gyda thargedau clir, dangosyddion mesuradwy a mecanweithiau monitro ac atebolrwydd cadarn, i roi terfyn ar dlodi plant a sicrhau bod gan bob plentyn safon bywyd da.

Rydym wedi cael addewid o fframwaith monitro, ond nid ydym wedi cael unrhyw syniad pryd y bydd hwn ar waith na beth fydd yn ei gynnwys. Tan hynny, ni fyddwn yn gwybod a yw arian cyhoeddus sy’n cael ei wario yng Nghymru yn cyrraedd y plant hynny y mae eu bywydau’n cael eu heffeithio mor ddifrifol.”
