Anti-racist Wales / Cymru wrth-hiliol

In recent years campaigns, such as the Black Lives Matter Movement, focused on race equality have been at the forefront, yet some people from theĀ global majorityĀ still experience discrimination and racism. The use of the term global majority is growing in line with an anti-racist approach, recognising that Black, Asian, and Minority Ethnic people make up a much greater proportion of the world population.

 

Introducing an anti-racist WalesĀ 

In 2022, the Welsh Government published theirĀ Anti-racist Wales Action PlanĀ that sets out the action they will take to make Wales an Anti-racist nation by 2030. It is designed to tackle systemic and institutionalised racism, and to collectively make a measurable difference to the lives of people from the global majority. The values of this action plan are openness and transparency, putting peopleā€™s lived experiences at the heart of the work we do, and adopting a rightsā€‘based approach.

In developing the action plan, Welsh Government focussed on changes they wish to collectively make to peopleā€™s experiences of racism in six different aspects of their lives:

  • Experience of racism in everyā€‘day life.
  • Experience of racism when experiencing service delivery.
  • Experience in being part of the workplace.
  • Experience in gaining jobs and opportunities.
  • Experience when they lack visible role models in positions of power.
  • Experience of racism as a refugee or asylum seeker.

Anti-racist practiceĀ 

The Welsh Government are seeking to take a new approach, to actively identify and eradicate the systems, structures and processes that produce radically different outcomes for global majority groups. This includes recognising that doing nothing is complicit in allowing racism to continue, it is important to fix systems which have not benefitted, or have even damaged, global majority people. Welsh Government describe an anti-racism approach as making a positive and lasting difference.

PACEY Cymru is working hard to reflect, develop and grow in relation to anti-racist practice through exploring race, equality, and diversity.Ā  We are also striving to support members in their journey to providing quality early years and childcare practice which embeds core values in relation to race, equality and diversity and impacts positivity on outcomes for children and their families.

What does this mean for me?

It is important that all childcare and early years providers promote equality of opportunity and anti-discriminatory practice. This includes that ā€œAll children and adults are treated with equal concern and the registered person complies with relevant anti-discriminatory legislation and good practice in all areas, including employment, training, admission to day care and access to the resources, activities and facilities available.ā€ National Minimum Standards 16.3.

The Anti-racist Wales Action Plan is referenced within the National Minimum Standards as one of the examples of anti-discriminatory legislation and good practice provided, alongside the Equality Act 2010 and other examples. Therefore, it is important to demonstrate your awareness of this, and your commitment to anti-racism, this should be visible in your policies, procedures and in your practice.

Anti-racism is about change, it is much more than being non-racist, it is about taking action against racism. As highlighted in an introduction to an Anti-racist Wales.

"It requires us to acknowledge that even if we do not see ourselves as ā€˜racistā€™ we can, by turning our eye away, be complicit in allowing racism to continue. We know that negative stereotypes about ethnic minority people can develop from as early as age four. So even without knowing it, we can be socialised into holding negative stereotypes."

The first step is to access the training and resources, that have been developed to support you in learning more about anti-racism, and how you can develop and embed anti-racist practice.

Cwlwm anti-racist toolkit

This practical toolkit will be useful for all childcare, play and early years settings as they embed anti-racism within their practice. This will benefit children and the enabling adults working with them.

Anti-racist Wales training

To help introduce the concepts of anti-racist practice, Cwlwm has worked with Diversity and Anti-Racist Professional Learning (DARPL) to develop training for the childcare, early years and playwork sector. There are two training series available, one is aimed at Senior Leaders, and one is aimed at Practitioners, each series includes three sessions.

Funded training for the childcare, play and early years workforce is now available through DARPL (Diversity and Anti-Racist Professional Learning).

DARPL Childcare, Play and Early Years Practitioner SeriesĀ 

TheĀ DARPL Childcare, Play and Early Years Practitioner seriesĀ of professional learning comprises sessions which unpick anti-racism and explore actions that can be adapted in childcare, play work, childminding and early-years education settings.

This series explores the impact of racism on the well-being and lives of people and issues that may adversely affect young children and their families.

Yn 2022, cyhoeddodd Llywodraeth Cymru ei Chynllun Gweithredu Cymru Wrth-hiliol syā€™n nodiā€™r camau y bydd yn eu cymryd i wneud Cymruā€™n genedl Wrth-hiliol erbyn 2030. Fe’i cynlluniwyd i fynd i’r afael Ć¢ hiliaeth systemig a sefydliadol, ac i wneud gwahaniaeth mesuradwy ar y cyd i fywydau pobl o’r mwyafrif byd-eang. Gwerthoedd y cynllun gweithredu hwn yw bod yn agored ac yn dryloyw, gan roi profiadau bywyd pobl wrth wraidd y gwaith a wnawn, a mabwysiadu dull gweithredu syā€™n ā€‘seiliedig ar hawliau.

Wrth ddatblyguā€™r cynllun gweithredu, canolbwyntiodd Llywodraeth Cymru ar y newidiadau y maeā€™n dymuno eu gwneud gydaā€™i gilydd i brofiadau pobl o hiliaeth mewn chwe agwedd wahanol ar eu bywydau:

  • Profiad o hiliaeth mewn bywydā€‘ bob dydd.

Ymarfer gwrth-hiliol

Mae Llywodraeth Cymru yn ceisio mabwysiadu dull newydd o fynd ati i nodi a dileuā€™r systemau, y strwythurau aā€™r prosesau syā€™n cynhyrchu canlyniadau hollol wahanol i grwpiau mwyafrifol byd-eang. Mae hyn yn cynnwys cydnabod bod gwneud dim yn rhan annatod o ganiatĆ”u i hiliaeth barhau, mae’n bwysig trwsio systemau nad ydynt wedi bod o fudd i bobl fwyafrifol byd-eang, neu sydd hyd yn oed wedi eu niweidio. Mae Llywodraeth Cymru yn disgrifio dull gwrth-hiliol fel un syā€™n gwneud gwahaniaeth cadarnhaol a pharhaol.

Mae PACEY Cymru yn gweithio’n galed i fyfyrio, datblygu a thyfu mewn perthynas ag arferion gwrth-hiliol trwy archwilio hil, cydraddoldeb ac amrywiaeth. Beth mae hyn yn ei olygu i mi?

Mae’n bwysig bod pob darparwr gofal plant a blynyddoedd cynnar yn hyrwyddo cyfle cyfartal ac arfer gwrth-wahaniaethol. Mae hyn yn cynnwys ā€œBod pob plentyn ac oedolyn yn cael eu trin Ć¢’r un gofal a bod y person cofrestredig yn cydymffurfio Ć¢’r ddeddfwriaeth a’r arferion perthnasol o beidio gwahaniaethu ym mhob maes, megis cyflogaeth, hyfforddiant, derbyn plant i ofal dydd a mynediad at yr adnoddau, y gweithgareddau a’r cyfleusterau sydd ar gael.ā€ Safonau Gofynnol Cenedlaethol 16.3.

Cyfeirir at Gynllun Gweithredu Cymru Wrth-hiliol yn y Safonau Gofynnol Cenedlaethol fel un o’r enghreifftiau o ddeddfwriaeth gwrth-wahaniaethol ac arfer da a ddarperir, ochr yn ochr Ć¢ Deddf Cydraddoldeb 2010 ac enghreifftiau eraill. Felly, mae’n bwysig dangos eich ymwybyddiaeth o hyn, a’ch ymrwymiad i wrth-hiliaeth, dylai hyn fod yn weladwy yn eich polisĆÆau, gweithdrefnau ac yn eich ymarfer.

Mae gwrth-hiliaeth yn ymwneud Ć¢ newid, mae’n llawer mwy na pheidio Ć¢ bod yn hiliol, mae’n ymwneud Ć¢ gweithredu yn erbyn hiliaeth. Fel yr amlygwyd mewn Cyflwyniad i’r Cynllun Cymru Wrth-hiliol.

 

ā€œMaeā€™n golygu bod angen inni gydnabod, hyd yn oed os na chredwn ein bod yn ā€˜hiliolā€™, drwy anwybyddu hiliaeth, y gallwn ganiatĆ”u iddi barhau. Y cam cyntaf yw cael mynediad at yr hyfforddiant a’r adnoddau sydd wedi’u datblygu i’ch cefnogi i ddysgu mwy am wrth-hiliaeth, a sut y gallwch chi ddatblygu ac ymgorffori arferion gwrth-hiliol.

Pecyn Cwlwm- Gwrth-hiliol

Bydd y pecyn cymorth ymarferol hwn yn ddefnyddiol ar gyfer pob lleoliad gofal plant, chwarae a blynyddoedd cynnar wrth iddynt wreiddio gwrth-hiliaeth yn eu ffyrdd o weithio. Bydd hyn o fudd i blant a’r oedolion syā€™n galluogi dysgu sy’n gweithio gyda nhw.

 

Hyfforddiant Cyrmu Wrth-hiliol

Er mwyn helpu i gyflwyno cysyniadau ymarfer gwrth-hiliaeth, mae Cwlwm wedi gweithio gyda Dysgu Proffesiynol Amrywiaeth a Gwrth-hiliol (DARPL) i ddatblygu hyfforddiant ar gyfer y sector gofal plant, blynyddoedd cynnar a gwaith chwarae. Mae dwy gyfres hyfforddi ar gael, un wedi’i hanelu at Uwch Arweinwyr, ac un wedi’i hanelu at Ymarferwyr, mae pob cyfres yn cynnwys tair Sesiwn.
